Ecobarreiras Featured at COP30: Legal Support for the Ecobarrier Project in Ceará

On November 11th, during COP30 in Belém, the UN Global Compact – Brazil Network launched the Business Guide to Combating Marine Litter, a strategic document presenting initiatives aimed at tackling marine pollution and promoting the conservation of aquatic ecosystems. Among the initiatives featured in the guide is the Ecobarreiras project in Ceará, developed by Instituto Winds For Future, with institutional support from Blue Keepers and legal support from APSV Advogados.

The Ecobarreiras Project

Ecobarreiras (eco-barriers) are structures installed in waterways to intercept solid waste before it reaches the ocean. In Ceará, they were set up along the Ceará and Maranguapinho river basins, covering Fortaleza and Caucaia, regions identified as critical points for plastic waste escaping into the sea.

Since April 2024, the initiative has already removed more than 120 tons of waste, keeping it from reaching the ocean and helping preserve the beaches of Cumbuco and Barra do Ceará. Beyond physically containing the waste, the project also monitors water quality, sorts materials for recycling, sends some waste for co-processing at cement plants, and ensures proper disposal of what’s left over.

Social and Environmental Impact

The project also carries out environmental education initiatives with riverside communities, encouraging proper waste disposal practices and strengthening local engagement. This integrated approach reinforces the importance of collaboration between civil society, the private sector, and government in advancing the Sustainable Development Goals (SDGs), particularly SDG 14, Life Below Water.

APSV Advogados’ Role

As a signatory of the UN Global Compact, APSV Advogados works on the legal groundwork for projects with a positive social and environmental impact. In the case of the Ecobarreiras project, we contributed by ensuring the legal compliance needed for its implementation, guaranteeing legal certainty and alignment with environmental regulations.

Commitment to Sustainability

The project’s inclusion in the Business Guide to Combating Marine Litter underscores its relevance and reaffirms our commitment to supporting legal solutions that drive sustainable, innovative practices. We remain engaged in projects that help build a cleaner, healthier, and more resilient ocean.
